Test the proposition

Describe whom the institution will serve and why its academic offer matters. Market research should test demand, delivery assumptions and likely resource needs before major commitments.

Sequence the critical decisions

Clarify jurisdiction, institution type, degree levels and delivery mode before finalizing the operating model. Record assumptions and items that require authority or professional confirmation.

Build academic and operational capacity together

Curriculum, faculty planning, admissions, registrar processes, student services and technology decisions should reinforce one another. Connect each workstream to an accountable owner.

Use milestones with contingencies

Distinguish internal project milestones from external decisions. Plan for revisions and additional evidence. Avoid fixed promises of authorization, accreditation or opening dates.
